Региональные торговые соглашения как инструмент нео-протекционизма: проблема доминирования в международной торговле

В статье рассматривается характер РТС, которые не являются новыми для международного экономического порядка. С момента создания многосторонней торговой системы в 1947 году, они регулировались в рамках Генерального соглашения по тарифам и торговле (ГАТТ) и Генерального соглашения по торговле услугами (ГАТС). Тем не менее, распространение РТС в последние два десятилетия поднимает актуальные вопросы о трансформации парадигмы от недискриминационной либерализации торговли в сторону двусторонней и региональной преференционной (дискриминационной) торговли в рамках экономической интеграции на уровне зон свободной торговли и таможенных союзов. Формирование региональных торговых соглашений за последние 15 лет стало инструментом нео-протекционизма в условиях либерализации международной торговли. В статье рассматриваются потенциальные эффекты РТУ как инструмента, противоречащего задекларированному в рамках СОТ многостороннему подходу. Возникающие при этом эффект безбилетника, демонстрационный эффект и эффект масштаба помогают оценить преимущества и недостатки РТУ с точки зрения достижения экономической безопасности страны.Библиографические ссылки
